I have a Cisco UC560 and it has a BRI interface which is used as the main source for the organization's incoming and outgoing calls.

The device also has a 4 port FXO card, with 2 active PSTN lines. What I want to do is essentially isolate these PSTN lines so that they only ring on certain phones (which is easy to do) however what I also want is so that only these phones can dial out on these lines and everyone else uses the main BRI lines.

Whats the best way to accomplish this?

the best way is to use PSTN-Trunk association to the phone:
check the configuration here:

I have implemented this, however it redirects to 811 and it cannot dial internal extensions.

What is supposed to be the result of this?

using this configuration your fxo lines will be assigned to your phones line so you will not be able to make internal calls.
to make interal calls you have to have another line.

if you dont want this solution we can do another configuration
