What are the minimum permissions required for someone to be able to review Sharepoint portal permissions of other users?

Hello,

what version of SharePoint?

SharePoint groups can be set up so that the members of the group can only be viewed by the group owner. In that case you'd need to be a Site Collection administrator to be able to see the group members (unless you're the group owner, of course). Even if you have full control over the site, you may not be able to see the group members.

Site collection administrator access would give you sufficient permissions to view (and change) group membership.

Would Site Collection Administrator give me permissions to see what permissions someone has over the documents?

That would be something that is subject to your company's SharePoint governance. This is not a technical question, but one of your local policies.

Well, which default permission will allow me to do that?
I realize that I can customize it, but I'm looking for plain vanilla default permissions.

A Site Collection Admin can do anything on a site. So, that would be sufficient.
