I'm given a potential diagram for a 440g that is released from rest at a

I don't see a diagram, but in general the principle of conservation of energy is useful in such questions.
If no other energy enters or leaves the system, the sum of potential and kinetic energy should be constant.

The diagram is not really necessary.
 Ozo's answer gives you the basic idea of which the question is an illustration.
What is the initial KE? What is the initial PE? What is the total?
What is the PE at b (given) therefore what is the KE
repeat for c and d

If you know the KE, what relation do you use to get the velocity

k=.5(.44)v^2
k=3 because the potential was 2 for b
b= 3.693
c = 3.015
d = 4.767
